No, I don't think he's saying it to Juliet. he wouldn't say "I love you" to her he'd probably say something more indirect, this being JACK, who is NEVER able to admit his own feelings. And, the way he says it is more like someone whose given up all hope, and just needs to get it off his chest, and is pouring every inch of honesty he can in there - the Jacket relationship hasn't come that far yet.

i love jate and i think kate has shown in the last episodes that she loves jack more than sawyer...sawyer is only an alternate for jack....and when after all she was soo sad and jealous and than jack tells her that he loevs her...than i think she will return to jack...
